In the House of Commons Join Dillon moved the adjournment as a protest against Mr Balfour s- long standin grule that the foreign Undersecretary should not. reply to questions which had not 'oeen notified. The motion was rejected by 2U4 votes to 149. The smallness of the Goternment" majority is explainable by the complaint of several liberal unioiiists that the rule is too rigid, by various abstentions from voting, and defections from the Government ranks.
