LONDON, January 3.
Russia is retaining a complete military control over Fengtein, a most important province in Manchuria. It allows the resumption of Chinese civil administration under Russian protection.
Nuchwang and some other places are nob to be restored to China.
It is stated that Russia is satisfied that the pacification ia complete.
The Times says this agreement is utterly irreconciliable to Russian professions to China and the Powers. •
The Chinese Government notified Ministers of the Powers that it is able to guarantee the performance of their demands.
Li Hung Chang states that the Emperor is willing to banish the offenders named by the Ministers to the north-west frontier of China, and that they v.-ill be beheaded if they return.
