MILITARY GOVERNOR APPOINTED. CAPETOWN, April 21. With a view to the preservation of law and order Major-General Prettyman, Governor of Bloemfontein, has been made military Governor over the whole of the occupied portions of the Free State. LONDON, April 21. President Steyn is urging that the British should be prevented at all costs, from securing the rich ground in the districts round Wepener, Ladybrand, and Ficksburg.
