AMSTERDAM, June 27
The Peace Commission read the arbitration bureau scheme a first titfne, and referred Russia's proposals for disarmament and reduction of military budgets to a committee. The German delegates protested, declaring that their country was not crushed by excessive awnaments. ; The discussion which took place indicated fthat the proposals are not likely to be adopted.' The German delegates to the Peace Conference accepted the proposed permanent tribunal arbitration, subject to modification. .
