LONDON, June 23. In the House of Commons Mr Long, President of the Board of Agriculture, introduced the Clerical Tithes Bill for the purpose of relieving tithe owners of half the present rate at the cost of local taxation. Tithes will be released amounting to £87,000. A Bill was brought in under the rule df the House limiting speeches to ten minutes. It provoked a protest from Mr Campbell Bannerman. The House by a majority of 78 voted in favor of its introduction, the result of the division showing a slight Unionist cleavage in favor of the Opposition.
