Mr Henniker Heaton states that the Canadian delegate to the Postal Convention will meve a resolution on rues' day ib favor of the establishment of an Imperial Penny Post, except inland. Delegates from the Cape will second the motion. The Duke of Norfolk will, he says, assent to the proposal, Mr Heaton urges the Australian colonies not to oppose the proposal, but to join the Union when they are able.
