Mr Millar resumed the debate on Captain Russell's amendment, whioh he said had been moved solely to enable the Opposition orators to repeat in Parliament their platform speeches made during the recesß. Mr Moore quoted from last year s Financial Statement to show that the Government itself had originally coo* templated only a library to be com pleted prior to the present session, and no other proposal had ever been before the House, consequently the action of the Government was clearly inconsistent. . - Mr Sligo also spoke m support of the amendment. The motion for the Address-m-Reply was then put and carried. t The second reading of the Wages Protection Bill was moved by the Premier, who explained the object of the Bill as being to put a stop to practise of employers deducting money trom wages ol employee* for accident insurance policies. Money bo deduoted should be recoverable at law, and the consent of the worker would be no defence. The co-operative workers on Government works were nxempted from the operation onthe Bill. After a discussion the second reading was agreed to. I'he Produotion ol Sugar from Beet Boot Bill, the Government Fire ln« surance Bill, the Government Ad▼auces to Settlers Act Amendment Bill, and the Payment of Jurors Bill, were introduced by message from the Governor, and read a tint time. |July 2.

The debate on the morion for the aeooud reading of the Election of Education Boards Bill lasted till midnight, when the motion was agreed to and the House rose.
