Mr Hanbury, "Financial Secretary to the Treasury, replying to Mr Henniker Heaton, said that it was impossible to force Imperial ponny postage down the throats of the colonies It would involve universal penny postage and increase losses on foreign and colonial services to £275,000 per annum.
