London, May 10, The Times considers the mystery surrounding Mr Dibbs* mission to England is doing harm to the colonies, inasmuch as it tends to suggest anxiety as to their solvency; though that solvency is undoubted. Mr Dibbs Would render them the beet service by
declaring what steps he will take to prevent misappropriation of public money and political corruption, and if he will" see that emigration is encouraged and borrowed money properJy applied.
