Government.

In the House of Commons to-night Sir M. Hicks-Beach, Chancellor of the Exchequer, brought down the financial proposals of the new government. He announced that the suspension would be extended to the new Sinking Fund, and that Treasury Bills to the extent of £400,000 had been issued. In other Tespects he was prepared td adhere^ to tho scheme formulated by Mr Childers iv his recant statflment, when Chancellor. Sir M. Hicks-Beach informed the House that out of tho ext|aordinary vote of £11,000,000, £10,000,000 had already been expended.

In consequence of the article the paper has been expelled from all the clubs and bookstalls. The police are also preventing the sale of the paper containing the offensive article, and the authorities threaten to take proceedings against the proprietors of the Gazette. In retaliation the proprietors of the paper threaten to publish disclosures which will involve Royalty and Cabinet Ministers. The floating of the Melbourne harbor trust loan has been postponed until 1886.
