Mr Service expresses regret that the New Zealand Government did not formulate its views earlier, and states that the Federal Council, as proposed, would now interfere with its local autonomy in regard to the respective colonies. Mr Service concludes by expressing the conviction that the Federal Council, if deprived of the power of such legislation, would be no better in result than the recent conference. Meiboubne, Yesterday. The Union Steamship Co.'s Waihora sailed for the Bluff this morning. The same Company's Rotomahana arrived today from the Bluff.
