Friday. Obstruction Tactics. At half-past two to-day, the House in Committee, the Speaker took the chair and vacated it again without progress being reported. This gave an opportunity for the Opposition to raise a point of order, which they did, that the action of the Speaker nullified former proceedings in committee, and the bill was virtually thrown out. A discussion on this point is now proceeding. Messrs Stout and Sheeban have been speaking, and seem to have right on their side. The Opposition proposal is to pass the bills on a distinct understanding that th^y shall not be brought into operation except on an address from both Houses next session. This would give the new parliament the chance of reviewing the measures. The Government are content simply to delay i bringing the bills into law until next session. This course would of necessity compel a Repealing Act if material alterations were required. The Opposition proposal includes the suspension of all legislative provincial functions.
