The mail steamer Cyphrenes arrived last evening from San Francisco, bringing the English and .American mails, and fuller details of previously received per cablegram. To-day, we have further news via Hokitika—the latest date being February 27. The length of our telegrams prevents us from offering any lengthened comment on the news. As usual, French affairs monopolise a considerable portion of the telegrams, although they may not long do so, as the latest information Sf ems to point to a [temporary settlement of the difficulties which have arisen regarding the Constitution of the Republic.
