Union between Russia and France, on the Eastern Question, is on the tapis. There are greal defection and mutinies in the Carlist ranks. Carlisfc atrocities are unabated. The rumour of GernranyT intervention is revived, but is riot credited.

The arrest of Count" Arnim is generally condemned in German political circles. A painful sensation was caused in Vienna by the publication of a pastoral by the Cardinal Archbishop, charging Germany with endeavouring to extirpate Christianity.

Garabaldi, at the invitation of the Romans, stands to represc nt them. He exhorts electors to vote for persons now political prisoners. Three expeditions have been despatched by Russia against the Turcomans. .Extensive arrests of Internationalists aud war munitions have been made at Florence.
