THAMES BOROUGH COUNCIL
The weekly meeting of the Council was held last night. There were present: His Worship the Mayor, Crs. Howe, Kenshaw, Butt, Anthony, Macnab and Brown. MINUTES. The minutes of last meeting were read and confirmed, after which letters sent by order of the Council since last meeting were read.
The Clerk stated in answer to Cr. Ehrenf'ried that jio reply had been received from that to the Superintendent on the 19 th with regard to the water-works, and Cr. Ehrenfried considered some notice should be taken of this continued indifference of the Superintendent to the' correspondence of the Council. The Clerk also stated that no answer was to hand regarding the £500 for the cemetery. The letter last sent, on this subject, was the third. Cr. Ehrenfried suggested that some step other than letter writing should be taken, as the latter course appeared to be productive of no result. AtBEET-STKEET TBAMWAY. The plans of this work were on the table for inspection. Cr. Rensbaw read the clauses of the Tramways Act which, the Council had to consider in granting permission to lay down the tramway. 1 lie first was in regard to the rental to be imposed; one also provided fov t'ae reservation of rights, of the Bornigh. The Mayor thought they could, not decide upon the matter that night: they must give the necessary notice, and the plan should be on the table for a week for inspection. Cr. JKhrenfried said his idea was that they should decide on the terms then, ! and let the arrangements be completed when tho notice had been given. Tlio Mayor said the only obstacle he saw was that they could not legally be brought befure the Council—no Councillor wished to throw any obstacle in the way of the mines. A question arose as to the terms upon which to let the tramway site. It was suggested that Mr. ICennan might desire to take over the tramway at the end of. the ten years lease. Mr. liennan said he should like the tramway let with such conditions attached. Cr. .Anthony moved that permission be granted to lay down the tramway in Albert-street, and that the rental be fixed at £5 per year. Cr. Macnab seconded. Carried. Cr. Renshaw proposed that tho bonds for security to keep tho tram iv repair he £250. Cr. Brown seconded. Carried. BOUNDARY CREEK. WATEE. SUPPLY.. The report of the committee appointed to meet Mr. Sims of the imperial Crown was read. It enclosed a wr-itten opiniou from Mr. Sims,, that he was''unwilling to erect more than one standpipo for domestic use, . and considered he had a. prior right to the water, having made first application. Cr. Brown thought the proposal of Mr. Sims, to erect one stand pipe was quite reasonable. Mr. Eowe considered the water from Boundary Creek was the proper source of supply for domestic purposes. The Mayor said he would throw no obstacle in the way of mining interest; but considered it the solemn duty of the Council to protest against the water being taken away from the inhabitants, and he thought tliat before long the Council would be required to lay on the water from that crtek for the inhabitants.

Cr. Bult suggested that an objection should bo lodsred, as provision was not made for public requirements.
Cr. Ehroufried moved that the Council object to a.water race being granted by the Warden on the grounds that due provision had not been made for the inhabitants. Car/ied. ACCOUNTS. Certain accounts, certified to b- correct by the Borough Engineer, wore passed for payment.

Cr." Ehrcnfried seconded 1; and the motion was carried.

_ Cr. Ilenshaw proposed that a! rate of live per cent be struck. ,■ , Cr. Macnab seconded the motion, which was carried. KEROSENE BTOEE. • The question of a site for a kerosene store was postponed from a previous meeting. Cr. Kcnshaw said that the Committee had felt disinclined to entertain ■ the idea of applying to the Superintendent for a site on the. foreshore, as it. was tacitly acknowledging; that lie had a right; and a3 tho Council could not give Mr., Nolan,, a title he proposed that the recommendation contained in tho report of the Kerosene License Committee be not carried out. Tenders'for- the removal of night soil were received.
The tenders were as follows :—G. W« Parker, .Tun., 14s per cubic yard; W. Parker, from Grahamstown : and Sbortland £1, and from Tararu £1,.8s ; David Kennedy, 15s 9d ; James Clark, 13s 9d.
The tender of Mr. Clark was accepted conditi' nally on his finding his own cart, the tender not to include earth closets. CARRIAGE INSPECTOE. On the motion ;of Cr. Brown it was decided to appoint Mr. Fleming Carriage Inspector. Crs. Macnab and Butt were appointed a committee to grant licenses to drivers. WAIOTAHI CBEEK. Cr. Brown drew attention of Council to Waiotahi Creek, which would flood Grahamstown on the occasion of heavy rain. The Mayor said unless the creek was . straightened, it would not carry the stuff down ; and it was no use to cleau it out. He thought ifc might be straightened by carrying it through the corner of the Caledonian yard. Referred to Works Committee. GOLDEN CROWN-BTEEET.
Cr. Bovve said something ought to be done to Grolden Crown-street, as the rain at present rushed down the centre of the road to its destruction. The matter was refered to tho Works. Committee. POLtEN-STBBET. Cr. Macnab drew attention to th.c footpath on the oast side of Pollen-street in the vicinity of the Junction Hotel. There was a great deal of traffic along the> footpath from the Karat a, andit was in a disgraceful condition. Befered to Woi'ks Committee. NOTICE OE MOTION. . Cr. Butt moved a notice of motion in v effect as follows :—" That this Council do at its meeting on the Ist October next, take into consideration and discuss- the* whole question on tie matter of the number of employees of..„tlie Council, the salaries attached to each, and the general working expenses attached to,, the ■ Borough Council, with the view to reduce the same if found, practicable with retaining due efficiency; also, that the Town Clerk be instructed to prepare a detailed statement of the above officers' salaries,. 2>nd other expenses from the time of the formation of the Borough to this date;
The Council then rose.
