He dwelt principally on the abolition of provinces .question, and.stated that it was time that/ all the provinces be swept away, and the land funds made colonial revenue. Ho referred to '.'the system' 'of provincial 'finances in Auckland and Wellington as rotten in the extreme, and calling lor the interference-of the General Government. He ' said ' Wellington rode rampant through the Audit Act, and was thfc " sturdy beggar," always trying to extract money from the General Government,-.- It;was high time the Geijoral Government reigned supreme in the colony., (His ■references to. the-abolition of all the provinces was received with loud cheers.
