Singapore, .July 9. , The Nubia arrived from Australia at Galle on the 7th, Paris, July 8. • In. the Assembly the debate on the motion introduced by the Legitimists against McMahon's proclamation of Septennial was brought to a conclusion. The Left abstained from voting. The Legitimists are in the minority. Members of the Left expressed regret at the suspension ;of the union with the Legitimists, but felt it their, duty not to vote. The motion was rejected by 379 to 80. Subsequently a motion in favor of fe-proelaiming McMahon's powers was submitted and supported by the Government, but was rejected by 369 to 331. ■ Ultimately it was resolved to pass on to the order of the day. On a division of i 339 to 315 Ministers at once'tendered their ; resignations to the President. McMahon peremptorily refused to accept them, and sent a resolution message to the Assembly declaring the seven years powers irrevocable, and that the Assembly by voting it its own sovereignty. He demands an immediate organisation of the powers entrusted to him because he regards it as his imperative duty to ensure the tranq'uility and security of the country. The Assembly refused to vote an "urgent" motion in favor of a dissolution.

Earl Derby states that England acquiesces in the proposal to hold a conference at Brussels conditionally that It will exclude any discussion on international law governing the relations of belligerent powers, especially in maritime warfare, 'lie declines to enter into any new engagements that are vague.
