PER ANGLO-AUSTRALIAN PRESS TELEGRAPH AGENCY.

Wellington, This day. In the TTouse of Representatives, the following bills passed a second reading :— Goldmining Bill, Taranaki Waste Lands Act Amendment Bill, Canterbury' Public Domains Act Amendment Bill, Municipal Corporations Ga3 Bill, Conveyancing Ordinance Amendment Bill. *• Mr. Reynolds move d the Qualification of Electors Bill, and explained its provisions, th« principal object being to place upon the roll a large and important class of young men who had no property quali-. fication. He did not think the bill at all too liberal. It was an invariable rule that those who paid taxes should enjoy some share in the representation. The first clause provided for additional qualification by allowing every male of 21 years of age, being six mohthi a resident and a naturalised subject, to be entitled to vot? after registration of qualifications created by the Act, not in substitution of any other, and are in accordance with enactments upon coming into force. In 1875 the Miners Representation Act would be repealed, but until that time the holder of a miner's right may vote, but he must not exercise the power conferred by miners' rights if he was otherwise qualified in the same district. The Act does not apply to Maoris during the continuation of the Maori Representation Aots. ■-••■■ The debate was adjourned till Friday. ,
