Auckland, This day. The Superintendent, in a message to the Council, said he desired to bring under the notice of tho Council the position'of the Thames Municipality. It.had no revenue but rates to carry on works— no endow-meats. . In fact a loss of revenue had been sustained through the erection of the district into a Municipality. The large sums hitherto available,: being grants fcr roads and works out of the sum f ranted for'this purpose,, had ceased to c received. Their expenditure, duties, and: responsibilities had increased ; many important affairs have come under their control which were formerly in the management of the General Government., Tliese new duties have by the operation of.; he law developed on the Muni- ■ cipatityl .;Hi» Honor therefore considered thatsome temporary assistance should be given from the Province to the Municipality to enable them to discharge those duties" efficiently,'and asked the Council to appropriate £1500, and a similar sum forservice 1875,-on the condition of carrying out those works which the& Prdvince would have undertaken and completed if the Municipality had not been called into existence. With this as>istance the Municipality would bo able to carry on for 18 months- Bythat time endowments would probably be placed at their disposal.; The acquistion of the foreshore of the Thames would enable the Govern^ ment to see apart reserves as endowments for public purposes. Tho Provincial Government had been asked to hand over the water works to tho Municipality. The revenue from this source was £1000. The Government were disposed to look favorably upon this,requestj but were bound also to consider the large sum expended on these " works. If granted it should be on conditions and under regulations, a breach, of which would enable the Province" to resume the management of the works.
