THAMES BOROUGH COUNCIL.
The weekly meeting of Councillors was held in the Court House, Grahamstown, last night, at 7 o'clock. There were present : The Mayor, and Crs. Renshaw, Ehrenfried, Butt, ' Kilgour, Eennan, Anthony and Wilson. Councillor Brown was absent in Auckland attending on the Provincial Council.
MINUTES
The minutes of the previous meeting jWere read and confirmed.
EOAD WOEKS, ETC
i The Cleric enumerated a number of fletters which had been distributed since jslasfc meeting, granting permission for [certain works, etc. I The Mayor said that applications for [the construction of works were of daily [occurrence, and he thought that some jperson should be empowered to deal with i such matters ; as it was frequently impossible to call a meeting for the consideration of a subject which could be disposed of by one of the Councillors, and S which moreover would not admit of delay.
Cr. Butt suggested that the Mayor was the proper person to hold suih an office.
Cr. ICilgour concurred, and made a proposition to that effect.
Cr. Kennan seconded the motion, and in doing so, suggested that in matters of unusual importance the Mayor should defer the consideration of such cases until a meeting of the Council.—Carried.
PLACE OF MEETING,
Ci\ Butt proposed that the Mayor and Cr Anthony should be appointed to make arrangements for repairs to the Crown Hotel, and to procure necessary furniture. .... ,
Seconded by Cr. Wilson, and carried COBEESPONDENCE.
A letter irom George James, for a situation under the Council as nightwatchman, was held over.
A letter was read from Dr. Lethbridge, on behalf also of Messrs Driver and Nichols, requesting the Board to make some improvements to the footpath on the western side of Pollen-street. This letter resulted in the formation of a Public Works Committee, to consist of the Mayor, and Crs. Anthony and Butt, one councillor to retire monthly. A letter from Mr E. L. Millett, of Tararu, was read, complaining of the stray animal nuisance, and was ordered to be held over for consideration.
PUBLIC "WOEKS
The report of the Foreman of Works, suggesting the undertaking of certain works, was read. .......
On the motion of Cr. Kennan; seconded by Cr. Anthony, the report was referred to the Public Works Committee.
MUNIGIPALITY ACCOUNTS
The report of the committee appointed to inquire into the accounts incurred by the late Municipality Committee, and amounting to £44, was adopted on tho motion of Cr. Butt. :
BYE-LAWS
1 he report of the committee appointed to consider the, subject of bye-laws for the Borough was received.
Cr. Kilgour gave notice of motion that he would mov.e the adoption of the byelaws as suggested by the committee in a fortnight from the time of that meeting.
BOBOUGH SEA!
The consideration of the designs for the Borough seal was then gone into. Out of the seventeen which were originally tendered the coaimittee appointed to report upon the matter had chosen three> for the consideration of the Councillors. \ Since that selection another design had been sent in., the artist claiming no reward. The Mayor considered that it would be the duty of Councillors to choose one out of the three selected ,'by the committee, which would be entitled to the prize, but to reserve to themselves the right of giving preference to the last one tendered as the seal of the'Borougli. ; Or. Anthony proposed that Mr. Pulldine's should be accepted as deserving the prize of £o. ■
Cr. Kennan seconded, and the motion was carried. '■:■''>
Or. Kennan then moved that the design of Mr Slator should be chosen as the seal for the Borough, with certain alterations which he specified. • Cr. Butt seconded.
Or. Kilgour moved an amendment to the effect that the design of Mr. Pulleine should-be the seal for the Borough. Cr. Anthony seconded. The .amendment was carried by a majority of one. The original motion was then put, and was rejected, when the Mayor declared the seal designed by Mr. Pulleine to be the seal of the Borough. It was decided that the seal should be embossed.
WAIOTAHI CONFEBENCE
The Mayor stated that he had waited upon the Waiotahi Board with reference to the construction of a road to the "Waio tahi tramway, and it was his opinion as well as that of the Board that the said work was a matter for the Provincial Government to deal with.. The road should be constructed out of the goldfields revenue. • .
Some discussion ensued, and it was decided that the Council and the ; Waiotahi Board shouid join in a requesting the Provincial Council to vote a*sum for the construction of tho road, suchrequest to be conveyed through the Goldfields Members.
THE LATE FIEE,
Of those who had assisted in the fire in Albert-street on Tuesday morning, the names of 24 men^had been, taken, three of? whom had made direct application for reward.
y,The Mayor said great difficulty had been experienced in obtaining hands to
work at the pumps, and that he'had in- ' ducec) men to render assistance by offers of reward, and by giving refreshment. J It was ultimately decided to set aside £10 14s for the expenses incurred at the fire, and.a motion was passed conveying the thanks of the Council to the Eire Brigades for the praiseworthy and efficient manner in which they had behaved, and to those volunteers who had assisted.
PAYMENTS OP ACCOUNTS. Several accounts were passed for payment. L J
FIRE INSPECTOK
It was agreed on the motion of Mr. .bhrenfried that Mr. Bulldn should be appointed Kre Inspector, and a committed was also formed to report upon the best method of managing the Fire Brigade.
CEMETEEY TITLE
A committee of the following was appointed, on the motion of Mr Ehrenfried, to take steps to secure the title of tie Cemetery to the Borough :—Crs. Eenshaw, Anthony, Butt, and the mover.
NOTICES OF MOTION
Mr Kennan had given notice of motion for an application to construct a tramway from the Bright Smile to the battery; also a flume on trestles. As a clause in the Act made it impossible for any councillor to take action in a matter where his interest was concerned, Or. Eennan withdrew the motion, Cr. Butt then gave notice of motion, withdrawing the portion relative to the tramway. Cr. Renshaw gave notice of motion for the appointment of a committee to ascertain the best means to obtain power for the Council to lay down tramways, build trestles, &c., for goldfield purposes within the Borough.
A committee, consisting of Crs. Kilgour, Wilson, and Butt, was appointed to draw up a petition to the Government to abolish the restrictions on the Native Lands Ajt.
HAPE CBEJEK BBIDGE.
With reference to Cr. Butt's motion for a bridge over Hape Creek, it was agreed to refer the matter to the Public Works Committee. .•■. , ;; /
