(9.45 p.m.) WASHINGTON, Dec. 25. After talking to President Truman and Mr Dean Acheson (Undersecretary of State) the Rt. Hon. P. Fraser told the Press that New Zealand wanted the power to govern Japan transferred from the United States to the Far East Advisory Commission, which should be given the policy-making authority. New Zealand would agree to leave the actual administration in Japan entirely to the Americans, but felt that the directives should be the work of all the nations concerned, not just one. He would choose General MacArthur as chief administrator. Mr Fraser predicted that the Big Five veto power on the United Nations Organisation Security Council would be eliminated eventually. The Far East Advisory Commission is leaving for Japan to-morrow.
