(7.30 p.m.) WASHINGTON. Dec. 17. Congress raced towards the Christmas recess, leaving the great bulk of President Truman’s 21pcint legislative programme untouched and sidetracking Bills designed to curb labour strife. The Senate to-day authorised 1,350,000.000 dollars for Unrra, but of President Truman’s 21 points, announced in September, Congress acted favourably only on three—tax reduction, surplus property administration, and Government reorganisation. Present indications are that President Truman’s request for fact-finding panels in labour disputes will be sidetracked till February.
