Appeal Made To Allies LONDON. Oct. 2. German welfare leaders, in a written apnea!to the Allied Control Council, assert that 4,500,000 Germans face annihilation this winter, reports the correspondent of the Associated Press in Berlin. They state that Germans returning from the eastern provinces which Poland appropriated will add to the 10.000.000 to 12,000,000 refugees already in the Russian zone between the Oder and the Elbe. The appeal requests the Allies to forbid German migration west from the new Polish frontier unless the Control Council certifies each migrant. The appeal further seeks the immediate opening of the British and American zones tn relieve overcrowding in the Russian zone in which there are at present about "0 OOO.O'IO Germans, compared with 19.000,000 before the war
