NO SECRET PACT
Reparations From Germany Report Denied (7.30 p.m.) WASHINGTON. July 23. Referring to the story of the “Herald-Tribune” reporting an agreement at Yalta concerning German preparations. State Department officials referred inquirers to a statement by Mr Edward Stettinius (former Secretary of State) on April 3. when he said “the onlv other decisions reached at Yalta and not made public related to initial membership in the international organisation and territorial trusteeships.” The Associated American Press also quoted a British Foreign Office spokesman in London denying knowledge of any secret reparations agreement. An earlier message stated that Mr Churchill, Marshal Stalin and President Roosevelt at Yalta leached a secret agreement requiring Germany to pav 20,000.000,000 dollars reparations in five years, Russia to receive 10,000,000.000. Britain and the United States 4.000.000,000 each, and the remainder to be divided among minor German victims in Europe.
