Priority Regulations Challenged • CANBERRA. May 31. Federal Ministers fear that chaos will occur on all Australian rail lines if the High Court judgment, given in Melbourne, invalidates all priority regulations governing the movement of people and goods by rail. ■ If this interpretation is correct, new regulations are likely to be drafted and issued Immediately. In a unanimous judgment, the full High Court held that restriction on inter-State transport under - the National Security Regulations is invalid, since it contravenes the Commonwealth constitution. Consequently the Court held that a woman who travelled from South Australia tc Western Australia without a rail permit committed no offence.
