American Stipulations Likely (Rec. 8.30 p.m.) NEW YORK. April 19. Mr Edward Stettinius (Secretary of State) announced that the United States delegation had reached agreement on all major problems for the San Francisco Conference, reports the Washington correspondent of the “New York Times.” However, well-informed circles say that the delegates have not yet fixed a course regarding trusteeships for the Pacific Islands, voting the procedure in the Security Council and the Polish problem. These issues are still in a fluid state and may be settled at a meeting of the Foreign Ministers of the Big Four in Washington this week-end. President Truman. Mr Stettinius, Mr H. L. Stimson (United States Secretary for War) and Mr J. V. Forrestal (Secretary of the Navy) are reported to have discussed the trusteeship issue and to-day adopted a formula protecting the vital interests of the United States It is learned that Mr Forrestal and Mr Stimson have been attending the American delegates’ meetings in the last lew days and are understood to have urged the delegation not to commit itself to a formula exacting the surrender of island bases considered essential for American security. As a result the delegates are believed to be unlikely to endorse a formula for intamoHnnal control.
