Conditions In Manila NEW YORK, Jan. 29.

Almost 1,000,000 persons are starving in Manila, according to a Manila journalist who has reached the American lines, says the United Press of America correspondent on Luzon. The correspondent said that children collect scraps from garbage bins. Scores died in the streets daily, being burled naked as their clothing is sold to buy food for the living. All the cats and dogs in Manila have already been slaughtered and eaten. They were sometimes served In restaurants as such, with the approval of the authorities. The populace is suffering from festering sores. Medicines are almost unprocurable. In consequence of inflation, prices have skyrocketed.
