American Forecast LONDON, Oct. 2. The chances of ex-King Carol regaining the throne are being watched with interest by Balkan observers, says the Chicago correspondent of the “Chicago Sun.” It is believed that Russia would not object to Carol’s return, chiefly because apprcval by the Soviet would

prove that Russia does not desire to interfere in the internal regime of the Balkan countries. From the Russian viewpoint, adds the correspondent, Carol would be a safer choice than Michael, whose mother, Queen Helen, is an ardent Fascist.
