SHORTAGE ALLEGED
Japanese Shipping CHUNGKING. Jan. 25. The Japanese are suffering a shipping shortage and are forced to transfer river boats to ocean duty, according to a former newspaper representative who escaped from Shanghai. The dockyards at Shanghai are working the round of the clock, repairing vessels which have been bombed and torpedoed by American planes and submarines. The growing American aerial offensive has impelled the Japanese to adopt stringent air-raid precautions in ill the large cities they have occupied.
