NLZ. ALLIANCE SUGGESTIONS * Suggestions for the reform of che licensing laws in the Dominion are contained in recommendations to he made by the executive of the New Zealand Alliance to the annual meeting. The executive suggests that instead of the ordinary Prohibition vote, a referendum be held to decide the issues, and that in the event of no election being held or no change in referendum being arranged, the Government be asked to give legislative effect to the proposals, which are as follows:

That for the period of the war. and six months thereafter, the alcoholic content of beer shall not exceed 4 per cent, proof spirit. That for the period of the war. and six months thereafter, the quantity of liquor produced in New Zealand shall be limited to the average output for the five years prior to the war. That for the period of the war. and six months thereafter, no intoxicating beverages or any materials for their manufacture shall be imported into New Zealand.

That for the period of the war, and six months thereafter, hotel bars be closed on Saturdays. That the manufacture of intoxicating liquor in New Zealand shall continue to be limited to light wines and beer. That no liquor be sold, supplied, delivered. or in any way given possession of to anyone, or appropriated or obtained by anyone, during closing hours. That all the regulations and licensing laws be properly and fully enforced anomalies be removed, and heavier penalties for breaches be provided for and imposed.
