B 1“ t 0 aPPOint the Ambassador to the United States (Lord Halifax) and the High Commissioner in Canada (Mr Malcolm Macdonald) guardians of the British children evacuated to America and Canada has passed Its second reading in the House of Lords. Under the BUI Lord Halifax will become the guardian of 830 children in the United States, and Mr Macdonald will become guardian of 1630 children in Canada. They will have power to delegate their authority to the proper bodies in the districts where the children live. It is pointed out that the appointment of guardians is necessary to meet certain emergencies which may arise, an instance being in the case of an operation, wherfe the consent of the parents or guardian is required. Two thousand other cluldren are also being considered for inclusion in the scheme. Children who have been sent to New Zealand, Australia and South Africa already have guardians, these being the responsible Ministers or departments of State to whose care the children have been entrusted.
