Another Concession Fourth And Fifth Period Licences By Telegraph—Press Association WELLINGTON, November 20. ’ A modification of the provision relating to the date of departure from exporting countries of goods ordered under third and fourth period licences was announced to-day by the Hon. W. Nash. Representations had been made to him that consideration might be given to cases in which goods had been sent to docks for shipment to New Zealand but owing to the exigencies of war the actual shipment had been delayed. With a view to assisting exporters, particularly in Britain, he had decided to regard goods accepted at docks awaiting shipment on the same basis as those actually shipped, and had also decided to extend the concession to goods shipped in vessels which had left their final port of departure in the exporting country for New Zealand not later than November 23, instead of to-day, as previously announced. The position now is that goods ordered under third and fourth period licences which arrive after December 31, and for which the importer has no fifth period allocation for similar goods under which they could have entered will be admitted under special licences where necessary provided the goods left the ship's final port of departure not later than November 23. For the purposes of this concession goods will be regarded as shipped by November 23 if they are accepted at the docks of the port of shipment by that date. In cases where goods were at the docks awaiting shipment on November 23 it will be necessary for the importer to produce evidence supporting any application for a special licence. Where the importer has a fifth period allocation any goods of similar class imported by him after December 31 will be admitted only as a charge against such allocation. “I would like to take the opportunity of clearing up any misunderstanding which may have arisen from any previous announcement so far as it referred to the admission of goods under third and fourth period licences if shipped not later than November 20.” added Mr Nash. “As indicated in that statement such licences cannot be extended beyond December 31, and as mentioned above goods which arrive after the latter date will be admissible either under the importers’ allocation for the fifth period or under special licences which will be made available if the foregoing conditions are fulfilled.”
