Graf Spee Escapees Halted United Press Association—By Electrio Telegraph—Copyright (Received October 13, 6.30 p.m.) SANTIAGO. October 12. The Government of Chile has decided to hand over to the Argentine four merqbers of the crew of the Graf Spee who were arrested at Valparaiso while attempting to reach Japan. It has also declared persona non grata the German Consul at Valparaiso, Herr Barandon, who provided them with false passports.
