SOVIET PROGRAMME BEHIND
United Press Assoclatlon —By Electric Telegraph—Copyright (Received March 19, 6.30 p.m.) MOSCOW, March 18. The Heavy Industry Commissariat Journal reveals a considerable lag in the Russian oil programme. The 1940 plan provided for the operation of 2135 new wells, but only 62 were opened in the Baku area in the first two months, instead of the 97 planned. There was a similar lag in other regions. The output of the “Little Baku” area fell shortly in recent months, because only 30 per cent, of the plan for the new wells was implemented. The journal declares that the 1940 schedule represents a minimum programme. Industrial and military interests demand that the lag in drilling operations should be overcome. Hope Abandoned A message from Bellaire (Ohio>, states that hope has been abandoned for 89 men entombed at the Willowgrove pit.
