United Press Association—By Electric Telegraph—Copyright (Rec. February 12, 7.25 p.m.) LONDON, February 11. The Brussels correspondent of the “Daily Telegraph” says that two crack German corps totalling
six divisions concentrated at the Prussian town of Aachen departed last week and were replaced by two newly-formed corps of Austrian units of the same strength which are rated as third-class. It is now revealed that General von Branch itsch personally inspected the frontier districts of Southern Holland and Northern Belgium by air on November I 1 and decided that the flood conditions were unfavourable for an offensive.
