ACCEPTANCE OF BRITAIN’S PLAN FOR WITHDRAWAL

British Official Wireless RUGBY, July 11. A White Paper was published to-night containing the text of the proposed resolution re-affirming and extending the non-intervention agreement and providing for the withdrawal of foreign volunteers from Spain for a grant, in certain circumstances, of belligerent rights to the two Spanish parties, and for the observation of Spanish frontiers by land and sea.
An annex attached to the resolution, which comprises seven parts and sets out in full detail the measures to be taken to give effect to the resolution, is a lengthy document. Both the resolution and the annex are in the hands of both Spanish parties.
Uncertain Attitude of Leading Fascist Officials The correspondent of the British United Press at Rome states that it is learned from a trustworthy Italian source that a number of extreme Fascist officials, with whom the Foreign Secretary (Count Ciano) and the Secretary to the Fascist Party (Signor Starace) are sympathetic, are urging Signor Mussolini to denounce the Anglo-Italian Pact on the ground that it is beneath Italy’s dignity to further await Britain’s approval of events in Spain. It is understood that Signor Mussolini is considering the step if the delay in implementation is too lengthy, but he has not yet abandoned hope that the British Prime Minister (Mr Neville Chamberlain) will find a way of operating the agreement without awaiting the effective functioning of non-intervention.
