EMERGENCY PROVISION DISCUSSED United Press Association—By Electric Telegraph—Copyright LONDON, May 31. Arising out of Sir Thomas Inskip’s conscription speech last night, the Prime Minister, in the House of Commons refused Mr C. R. Attlee’s request to publish a White Paper setting out the measures contemplated for wartime service. Mr Chamberlain said these plans would be presented to Parliament if, afid when, the occasion arose. He denied that Sir Thomas Inskip had stated that a Conscription Act is in existence. Mr W. Wedgwood Benn quoted from "Hansard.” Mr Chamberlain said that the position would be cleared up later if the opportunity arose.
