President Roosevelt held a secret conference with Mr Cordell Hull (Secretary of State), Mr Henry Morgenthan, junr. (Secretary to the Treasury), and Mr Garner, and the various Congressional leaders on the question of war debts, says the Washington correspondent of “The Nn York Times.” It is persistently reported that President Roosevelt presented a plan for a settlement proposed by one of the smaller debtor nations, providing for an adjustment of past due payments, now totalling approximately 1,500,000,000 dollars.

It is understood the President’s plan met with a chilly reception. His confreres advised him specifically against attempting any war debt adjustments, and against bringing up such a subject where it would lead to a controversy, such as has been "kicked up" in Congress regarding the Administration’s foreign policy.
