NOT UP TO REQUIREMENTS United Press Association—By Electric Tel egraph—Copyrlgh t (Received January 10, 7.30 p.m.) LONDON, January 10 The Berlin correspondent of “The Daily Telegraph” says: Dr. Guett, head of the Health Department, declares that in spite of State assistance, the birthrate is short by 11 per cent, of the figures needed to maintain the population. The deficiency in 1932-33 was 30 per cent. If the system of two children or one child families had been allowed to continue the German people would die out in ten generations.
