SPAIN’S CLAIM REJECTED United Press Association—By Electric Telegraph Copyright (Received September 2T 11.58 p.m.) GENEVA, September 20. The assembly rejected by 24 votes to 23, the Spanish claim for re-eligibility for the election to the Council, for which a two-thirds majority is required. Five ballot papers were spoiled. The delegates heard the figures with breathless silence and some with astonishment, when it was realised that Spain had not even received a bare majority.
