RUGBY SUB-UNION

MINUTES QUESTIONED Claiming that the present composition of the management committee violated the constitution of the Waimate Rugby Sub-Union, Mr F. J. I Bailey raised several points of order at a meeting of the committee on Monday evening. His contention that irregularities at the previous meeting had invalidated the proceedings, including the acceptance of the secretary’s resignation and the appointment of a successor, was not upheld by the meeting. When the minutes of the previous meeting had been read, Mr Bailey said it was out of order for the management committee to have elected Mr J. Menzies secretary for the rest of the season, as that should be done by a general meeting. He further claimed that Mr D. Shaw, the newly elected treasurer, was not entitled to a vote because, according to the constitution, the management committee must consist of five members with not more than one from the same club. There were now six on the committee and two were from the same club. Mr A. Sawell agreed that it was out of order to have a mangement committee of more than five. Under the circumstances Mr Shaw had no voting power. The secretary (Mr J. Menzies): We ought to amend the constitution to allow for the altered conditions. Mr Bailey said that the fact that Mr Shaw had voted for motions at the previous meeting, such as the resignation of the secretary, placed the motions out of order. The secretary: It is a pity this was not brought up before. Mr Bailey: The whole thing has been wrong from the start—the changing of the secretary and the changing of the position from a paid to an honorary basis. The chairman (Mr A. J. Mcßae) said they had no option but to accept the secretary’s resignation. Mr G. Kiiworth agreed with Mr Bailey and said that notice of motion should have been given when it was proposed to reduce the secretary’s salary and the decision should have been made at the annual meeting. The chairman: I have explained our position in regard to the secretary and I don’t feel like covering the ground again. Messrs Bailey and Kiiworth reiterated that the minutes were out of order. The chairman: I don’t think so. Mr Sawell said that as far as the resignation of the secretary was concerned the committee had no option but to accept it and appoint some one to carry on. In other matters, however, where Mr Shaw had exercised a deciding vote, the Union was out of order.

The chairman (to Mr Bailey); The whole thing is that you do not favour Mr Menzies as a secretary. Mr Bailey: I don’t think the management committee should comprise six members. Mr Menzies said that the annual meeting decided to divide the positions of secretary and treasurer and therefore, in effect, altered the constitution and had virtually increased the size of the executive. Further, anyone in an honorary capacity had a right to vote.

Mr Shaw said he did not accept the position in order to get a vote. Mr Bailey moved that Mr Shaw be not allowed to vote until the position had been considered by the next general meeting of delegates. The motion was seconded by Mr G. Kiiworth and defeated by three votes to two.

Correspondence.

The North Otago Union wrote advising that owing to a full programme the arranging ot a senior representative fixture would have to be held over. A junior representative match was offered for August 7 as a curtain raiser to the Town v. Country match in Oamaru.

It was agreed to accept the junior match.

On receipt of a letter from the South Canterbury Union pointing out the dc"~cr of players wearing composition studs on their boots, it was decided to instruct the referees to carry out an inspection. The South Canterburj’ Union also expressed thanks for the support accorded to the seven a-slde tournament.

Mr J. K. Clarke was appointed referee for the match against South Canterbury on Saturday. Mr A. Mcßae was appointed manager of the Walmate team, with R. Lundy as captain and P. Hansen vice-captain. Mr Bailey reported on the junior representative game in Timaru and tt was agreed to write thanking the South Canterbury Union for the hospitality extended.

Af‘ r discussion on the correct football attire of representative players, a recommendation was passed that members of the Walmate team on Saturday wear white shorts and black stockings with white tops. Members commented adversely on the action of the Makiklhl team In failing to notify their intention to default on Saturday. The draw for Saturday resulted:— Senior: South Canterbury v. Waimate, on No. 2 ground at 3 p.m. Junior: Southern v. Hulmai, No. 1 ground, 1.30; Makiklhl v. Old Boys, No. 3 ground at 1.30. Third grade: High School A V. Old Boys, at School ground at 1.30 p.m. A motion of thanks to Mr J. V. Riach, expressing appreciation of his services as secretary over a number of years, was passed unanimously. PERSONAL Mr T. G. Cutler, of the office staff of the Walmate branch of the C.F.C.A., has been transferred to Temuka. Mr M. J. Friel, the Waimate Returned Soldiers’ delegate to the annual conference at Wellington, which opens there this week, left for Wellington yesterday.
