To-day's completed returns showed that the Congress Party had a clear majority in the Lower Houses of Bombay, Madras, the United Provinces, the Central Provinces and Biharorissa and the largest single party in Bengal, Assam and the north-western frontier. The Congress working committee met under the presidency of Mr Pawaharlal Nehru, to consider the policy, which is officially still in opposition to the new constitution.
Mr Gandhi was present in a consultative capacity. The meeting favoured acceptance of office, provided the Governor’s special powers, including the veto, are not used, but no decision will be reached pending the meeting of the Congress Convention in the middle of March.
