The Emperor has summoned General Senjuro Hayashi, former Minister of War, and has commanded him to form a Cabinet, presaging to implement the army’s policies, which are avowedly the stabilisation of national life, the strengthening of national power and armaments, the renovating of administrative organs, the reform of the Parliamentary system and elections, and other drastic changes. General Ugaki’s Protest General Ugaki has surrendered his military rank as a protest against the Army’s opposition to his forming a Ministry. ARMY STATEMENT ISSUED PURIFICATION OF POLITICAL CIRCLES DESIRED United Press Association—By Elactrto Telegraph—Copyright (Received January 31, 7.20 p.m.) TOKIO, January 31. The Army has issued an ostensibly reassuring statement denying Its intention of establishing a Fascist dictatorship or radical interference with economies. The Statement adds that the Army sincerely desires to ensure constitutionalism representing the national will, and hopes that the purification of political circles will enable the Army to devote itself to defence, its essential mission.
