The Washington correspondent of the “New York Times’’ says: “After President Roosevelt confirmed the reports that he is considering new legislation to replace the National Recovery Act experts discussed the proposal to control over long hours and unduly low wages by means of a series of excise taxes penalising these conditions in business and industry.
