RIVAL FACTIONS MUST DECIDE United Press Association—By Electric Telegraph—Copyright (Received December 21, 9.55 p.m.) SAN FRANCISCO, December 21. Tire writing of the formal agreement to end the Pacific Coast shipping strike is nearly completed. Mr Lundberg stated that there is no intention 'Of permitting the Atlantic strike to delay the settlement. All indications point to an early end of the strike, which started 53 days ago. Mr Lundberg later announced that the written agreement had been completed and had been accepted by the leaders of the shipowners and the strikers. The next step will be formal ratification by the memberships of both factions.
