November 25 A Foreign Office spokesman cryptically admitted the ratification of an agreement between Japan and certain other nations, details of which will be issued to-night. Everywhere it is assumed the Power is Germany, with which a barter agreement has been made for supplies of aeroplanes and tanks to correct the deficiency evident at the recent Japanese manoeuvres.
