RECONCILIATION EFFORTS FAIL United Press Association—By Electric Telegraph—Copyright VIENNA, July 8. It is understood that negotiations for a reconciliation between Austria and Germany, conducted last week between Dr. Schuschnigg and Captain von Papan, ended in a failure. Germany refused to agree to the restoration of the Hapsburgs, and demanded for Austrian Nazis freedom of speech, Press, and freedom to develop a cultural programme, including the anti-Semitic angle.
