CONTROL OF SUEZ
GUARANTEE OF USE BY ALL NATIONS United Press Association—By Electric Telegraph—Copyright (Received June 9, 10.30 p.m.) PARIS, June 9. The Marquis de Vogue, presiding at the Suez Canal Company’s annual meeting, emphasised that “the permanent and absolute neutrality” of the Canal was guaranteed by Article I of the International Convention of 1888, and was expressly confirmed by the Treaty of Versailles. This stated that the Canal shall always be free and open in wartime and peacetime to all merchant or war vessels, without flag distinction, and that the Canal shall never be used for the exercise of the right of blockade. The Marquis adder): “If any Power forcibly attempted to prevent another from using the Canal, that would be tantamount to an act of war, with all the consequences.”
