REFORM LEGISLATION PROPOSED STATE AUTHORITY MAY ACT United Press Association—By Electric Telegraph—Copyright (Received January 27, 7.20 p.m.) BERLIN, January 26 The proposals of the Committee of the Academy of German Laws for divorce reform, include the empowering of courts to order divorce on the application of the Public Prosecutor, apparently irrespective of whether 'it is desired by either party.
