Lord Strickland, in the House of Lords, said: “The Peers of this Parliament might have the last chance to reform themselves.” He suggested the inclusion of statesmen and judges from overseas. Lord Halifax replied that the suggestion was made 20 or 30 years ago, but the whole development of Imperial thought since had been in the direction of Dominion nationhood, instead of the creation of an unitary Imperil structure.
